Yes, that's Bobby Valentine, ESPN's new Sunday Night Baseball analyst, directing traffic. Earlier this month, the Stamford mayor -- for some unknown reason -- decided to name Valentine the director of public safety. With all the snow that fell in the area on Wednesday night, Valentine decided to hit the streets and fulfill his duty by signaling the vehicles near the I-95 ramp in the right direction.
According to roadsters, Valentine used ear as an indicator, belt buckle was right turn, chin was left turn, chest was yield, and leg was delayed merge. I'm not sure what he's calling for in the above pic, but if it involved him talking there was probably an accident due to the resulting confusion.
